540? Says 540 but 15 rolls of 18 bags is 270. Why does it claim 540?

Do these work with pooper scoopers?

i don't use a pooper scooper. just pick up the mess with the bag itself. i will say that i wish the bags were larger. have to use 2 bags, one for each dog.
