Not 36 litres
My rucksack is 30L and this cannot cover it when it slightly full.If I have my laptop in it the cover instantly slips off the top and risks damage.The attached image is the size of my rucksack for a standard commute with the cover on. Any degree of adjustment always reveals the top of my bag.

Not a great cover
Most backpacks have straps coming out of the top, this cover has an elastic edge all around which does not fit over the straps and pushes back down the bag slightly. Although I have not yet been caught in the rain, I don't think this would work.

Good quality and size
I've got a Direct Action Ghost MK2 backpack, which is a true 36liter (and also THE best backpack of its class). This backpack cover fitted perfectly. Material quality and construction seem fine for the price. The elastic quality is not amazing but at this price point, I'm not taking away any points for that. It also has two small straps which do the job.In terms of its reflective properties, I would rate excellent as its using licenced 3M Scotchlite in ALL the white areas on the image. Looking at old pre 2016 reviews, this might of not always been the case but it was for me.

Not as good as expected
While advertised for up to 36L it was to small to fit properly over a 20L.There are two toggles to tighten the elastic, placed at the top and the bottom. The placement of the bottom toggle meant it continually slipped between my back and the hip/waist padding at the base of my bag (where the weight is focused) causing enough discomfort to make it unusable.Unfortunately the clip that holds the cover on the bag shattered within two weeks. This is a great contrast to the cover this was replacing, which held up remarkably well for 3 years without any fittings breaking with exactly the same treatment.On the plus side the 3M Scotchlite is incredibly effective.

Highly Reflective
The item fits snugly over my son's 40 kilo rucksack that he uses as a school bag as he travels to and fro by bike. The elastic on the edges is strong and it also has a snap tie that fits across the back of the rucksack so it cannot come off. It is highly reflective and gives me confidence that drivers will see him on dark winter morning and evenings. It appears to be waterproof so keeps his rucksack dry on rainy days. I don't know why I am being asked to rate this item for warmth as that is not its purpose.

Wouldn't hesitate to buy the same again
I was a bit hesitant around which backpack rain cover to buy. Plenty of negative reviews around. But I went for this Salzmann one and I can't fault it. It arrived today to my workplace, in the nick of time, because it started raining and I had to cycle home. My backpack is 30-litres, and relatively full (though not absolutely stuffed to capacity), and this rain cover fit perfectly. It looks like it isn't going to last forever (all elastics wear out eventually), but that is an unreasonable expectation with anything like this. Also, I like the colour - I went for the navy one. It's a little more understated than blazing luminous yellow, but still has plenty of reflective detail. I wouldn't hesitate to buy the same again.

Didn't seem to fit over my backpack properly
Didn't seem to fit over my backpack properly. Didn't work at keep the backpack waterproof as it didn't stay in place over the top of the pack. There was no way to properly secure over the top of the backpack straps, ended up using string and putting a small hole in the cover to tie in place. Not impressed.

Extremely bright.
I put this in the passenger footwell of an unlit car with minimal streetlamps nearby, and it glowed like the sun.(This is the one that's totally made of 3M, with the triangles on).It's stupidly, overbearingly reflective, and that is exactly what I want to be when cycling.It's pretty flexible - fits my tiny 10l backback, would definitely fit much larger ones too. We bought a second one after being happy with the first.
