Yes, it can be used without the the bins. It’s very sturdy & the bins CAN be used separately. The only problem would be if you wanted it flat cuz the center cylinder is permanently mounted.

There is no anti skid material. That being said I tried to slide it and it isn't a slippery surface. With what is loaded on it it doesn't move easy at all.
