Q: What is the length of this strap?

54 inches when fully extended, but can be shortened to 28 inches.

Q: Holes on strap too small to fit on the strap knobs on my new Fender electric guitar. Any suggestions how to fit?

It looks like it'll be too small, but it's not. I have a Fender strat, was a tight fit, but works great. Put maybe a pencil, or other to stretch first. I slipped half it it, then rotated it while pulling, and eased it. It did take a few trials .
