Yes, it is dual sim and yes you need to power off to choose sim cards.

Q: Can this phone work with Cosumer Cellular?

TMobile or at&t it is GSM not unless u find a CDMA in this model but i picked GSM because u it is dual sim cards so I can use at&t and TMobile.

Q: Can this work on google fi?

I'd they have sim cards it will work, also att , TMobile . CDMA phones don't work
