Yes, stitching through the base of each pleat will hold the bottom together making the pinch shape

I don't see how. There are plenty of other pinch pleat tapes available, so why bother.

It’s sew on but a very good quality heading tape

Q: Does this tape work better if pleating pins are used as pulling the strings seems to gather all the tape?

I'm not a professional but if you stitch all the way around the tape you won't have any gaps to put pins through. I ended up hand stitching the base of each pleat. A bit of a job, but has kept the pleats tight and looking good.
