Why will it not work for my optiplex 9020? Brand new 600w psu that runs without adapter, but not with it

I do not know why it will not work for you; this is what I used on an OptiPlex 9020 MT with installing a 650-w p/s. It worked very well. the only problem I had was the P/S was a little fatter than the OEM P/S and it toke a little work to get it in the case, but all worked well. Do you know your P/S is good?
