It's not like a refrigerator but as long as it's wet (sweaty or you wet it) and there's some air movement over it, it will keep your head cool. I use it to keep sweat out of my eyes and prevent sunburn thru the slots in my bicycle helmet.

Elastic may be snug for awhile. My head is average and it gives me a forehead imprint for a few workouts. In windy conditions, like sailing, exactly what you need.

Are there any seems on the top of the head that would make it uncomfortable to wear under a motorcycle helmet?

No, but depending on the fit of your helmet, the elastic band on the front may dig into your forehead - (the purpose of which is to keep it on your noggin - I dont wear a bucket , so I like the elastic, you may not_depends how tight)
