Will I need to set it with a powder or would it be fine to wear for a convention without it? Like will it rub off on stuff without a powder too?

It will definately rub off without a setting powder. I just used a translucent powder to set the make up and it helped a ton.

I am white but my guess is the ammount you out on. I THINK it may work for your skin tone with applying a generous amount. It comes off easily with just water. Maybe a little soap and water but still compared to Halloween makeup you buy at the store that has a waxy feel this feels almost like talcom (sp?) powder...almost. The price and quantity it's a good purchase just the same. Never hurts to give it a shot.
