Yes, this version is in German, but Schmidt Spiele has an English PDF of the rules. To get a translation of the potions you need to go to the BGG (Board Game Geek) Files section for the English Rules Translation, which contains the entire rules, plus potions. Also make sure to get the Errata and Clarifications document.Also, the game was sent through USPS (via DHL) and required a signature.
