To my knowledge there is no flour in these. It get's it salty flavor from ammonium chloride. Sounds terrible but I grew up with salted licorice and love it!

It is very evenly balanced between being sweet and salmiakki. It is just sugar on the outside. Highly recommend if you are looking for a perfect balance between sweet and salmiakk. :)
