The 28 inch collapsible cone is the minimum height set by the FHWY for cones that will be used on the highway and roads. It’s main function is to provide a cone while taking up less space then a traditional cone. The cones have reflective tape and also are available with a light in the bottom to increase visibility at night. Durable and light weight, it also saves space.
