How does this work? I am pale with blue veins so a cool undertone- so should I get something with a cool undertone, such as a 2.5?

2.5 might be to dark for your undereyes if you are really pale because it is for light skin not fair or very fair skin. It could suit as a spot concealer though. But tone .5 or 1 might be better suited for your undereyes. Even though it is neutral, it will still work for you.

what tone would be 2.5c?

2.5 C if for light skin with cool undertones. Cool undertones are for skin types that have blue/purple veins, burn easily in the sun, and silver looks best on them.

Is tone 3 the cool or the warm?

According to their website: Tone 03 - Light with subtle golden undertones. Golden is generally considered to be warm.
