Q: Can you use them for notching cotton fabric applique?

I don’t see why not, they’re very sharp.

Q: where are the scissors made?

Not sure where they were made but I have 4 sets that I use for fussy cutting our images etc. They are super sharp and they each come with a sleeve to protect the point. I love them so much that I bought 3 more sets to give as gifts to adults.
