Q: Does the whole tray itself have a lid?

No. Just lids on the individual containers.

Q: do these have a velvet finish on top?

They are soft to the touch. Not really velvety.

Q: Can the foam with the inserts be cut? I would need to cut it to fit into my drawers.

The foam is maybe ¾-1" thick and soft enough to cut with scissors. However, there isn't a lot of space between each insert area to cut that would hold each insert securely. Best to order and see if it would suit your need first, and return if it isn't right.

Q: Do these jars close tightly? I have bigger stones that I'm afraid will push off the lid.

They close fairly tight. If the stone is really big, it might push of the lid some. You could slice the foam in half and that would help. These are really nice. I use mine for charms. Hope this helps.
