Can this measure resistors and capacitor? If not does atlas make one that does test both ?

This Atlas model doesnot measure resistors and capacitor, but you can do it with the Mega 328 ESR transistor, resistor, diode, capacitor and mosfet tester for less than $15.00 .

Does this only identify the component or does it test it as well?

It not only identifies the type of transistor but gives you key current/voltage and gain characteristics also.

Mine is a version 2.93 but I bought it in Jan 2013!! Not sure what the current selling rev is..
