Can this be used in a vinyl lined spa safely ?

My container was not sealed outside or inside the cap.Is this normal

When I purchase, the container has a lid. There is no external wrap on the outside, nor is there a glued on seal under the lid. Frankly, I appreciate it as there is no additional waste that goes into packaging. The contents are sanitizing agents so not sure why an additional seal would be necessary.
