Are the hooks stainless steel?

I have 2 sets of these that have been in use approx 5-6 months. If they are stainless steel they have a brushed nickel finish over them. Maybe the manufacturer can answer your question correctly. Mine have not chipped or shown any sign of wear yet. I'm in Florida and even indoors cheap metal degrades. So far so good with these.

Can this be used to mount behind bathroom door?

I would suggest only mounting it behind a door that has support.
