Is this for High bay lights with low voltage wires for dimming?

Yes. However, I decided to run a #10 wire to power a 20-amp string of High Bay lights. Then, just use this dimmer slide switch to control the dimming, using a #18 or #16 doorbell wire to each light. Otherwise, I would overload the on/off switch rating of this device.

Will this work on a 500w lights?

If i wire this up as dimmer only, will i be able to completely turn off the lights with this switch? or do i need to use a switched outlet?

I mounted this dimmer switch and a 20-amp on/off switch in a two-gang box. I used the Hyperlite switch only for dimming. The on/off switch is for power to about 10 100 wall LED High-Bay lights. Note the instructions provided with this dimmer switch show this as an option. I was able to control more lights with one dimmer switch under such a wiring configuration. Finally, please refer to the Hyperlite Dimmer Switch wiring instruction sheet, as it provides all wiring options available.
