Can it hold an ar upper to remove a barrel nut?

If you use a clamshell style AR vise block then no. Jaws are plenty wide but bottom out on threads on the main shaft. If using a vise block that goes up inside the upper receiver then pins to the takedown pin holes, yes. Never use the type that is a long rectangle of steel that is held by the vise and holds receiver by pins only. 95% chance you will break off lugs that have hole for takedown pins if nut is torqued more than 30 ft/lbs.

Will this work on a plastic Worx Pegasus folding work table?

as long as the work table isn't over 2 ' thick, it should work fine.

How deep is the throat? I need to hold up some light diffusion panels that are about 3 feet high and need a deep throat so they don;t fall over.
