Q: Would this work for getting dust & cobwebs off of popcorn ceilings?

I think this would be too aggressive for dust and cobwebs on popcorn ceilings. You would want something with a softer bristle, I think this could take off any loose materials on your ceiling.

Q: good for sweeping stair carpet?

I bought this brush for washing trash cans with soap, a very handy thing. For sweeping carpets - if the carpet is made of coarse and hard pile, then for sweeping hair (say, dog hair) - it may well be suitable.
