Neither marker or maker. It is a joint sealant that can be used with or without a gasket

Can I use this to permanently seal the 24" X 24"inspection lid on my boats onboard 60 gallon gas tank ?

If you are using a gasket, I would guess Hylomar would be a good product. I did use this product on a rubberized cork gasket for a fuel sending unit. Hylormar did the trick nicely. If you are not using a gasket, I don't think Hylomar would be the right product. Hylomar doesn't dry out or cure as a permanent gasket maker like RTV sealant.

Has anyone used this on a BMW valve cover gasket with good success?

Hello! I have used this Hylomar gasket to seal MG head gaskets, Cadillac 4100cc intake manifold gaskets, and other really difficult applications. I can't see that a BMW valve cover gasket will pose any problems. Just apply a thin film on both sides of the gasket and close within 10 minutes. The Hylomar never dries out so it doesn't shrink. The secret to valve cover gaskets cork or rubber is to not over tighten the retaining bolts. There is probably an Inch Pound torque spec for your car which you should follow. Hope this helps.
