Yes, you can. Put SIM in the phone (even though you are not going to activate it). Turn the phone on somewhere where you have a Wi-Fi internet connection. Ignore the warnings that come up at first about not being connected to the network. After the first few steps of setting up the phone, it will search for Wi-Fi, and let you select your local network. After that, the rest of the setup will take place over the internet.Note: There are at least two major updates available for this phone, so be sure and have the phone look for updates after you initially set it up. They will take about 15 minutes and several reboots to complete, but they will be worth it!
