what skin tone is this this for?

It is a lightly tinted moisturizer with SPF. I have fair skin and use this tinted moisturizer underneath my foundation. I have fair skin and the moisturizer blends in very well with my fair skin.

Is it normal for the pump on this product to spit out air 75% of the time? I just received this for the first time and don't know if this is normal.

No. I try to do a soft pump everytime and get enough product to come out. 1 pump. You should not have to do that.

Doesn’t Hyaluronic acid dry out your skin if you live in a dry climate? Does this have a built in moisturizer in it or do you need to put one over it

Hyaluronic Acid is a molecule that binds moisture to the skin. It is not a drying ingredient, but we do suggest wearing a separate moisturizer with the sunscreen being applied after that.
