Q: Will it climb a 10 degree (17% grade) hill?

I can not get up any big hills unless I am already at full speed. If you are forced to stop on a hill, getting back up to speed is not likely. The clutch keeps slipping. A original Goped is much better at hills. I usally need to kick with my leg to get going, even then at max RPM I am not going any faster than walking speed. The hills I am talking about are in San Juan, PR. You can look at zip code 00913 to get an idea of the biggest hills I am speaking about. I am 150 pounds. Also I am a former 3 times national Goped champ(sponsored by Ron's Rad Toys and Intellitek), so I do have a good understanding of scooters. I hope I answered your question.

Q: Why does it leack oil

Mine does that too. It seems to come out of the air filter, but usually stops after a day or so. The oil tank is so small that I think it just gets a little to full at first until some gets used up in the engine or leaks out the filter. It happens every time I change the oil. You can contact Progo directly on their website also. They may have a better answer.

Q: What oil do you put on the progo

It comes with a small bottle of the oil it needs. If you need more the manual tells you the type of oil it takes. I dont recall it off the top of my head

Q: Is this street legal in California? Do you need and helmet to drive it in Cali?

If you live in NC, due to new laws you will need to register it and get a plate. But other states all you need is a helmet.
