Yes it does. But it is extremely difficult to mix & spray. Wasted 1/2 of it before it worked properly

NO IT HAS TO BE ABSORBED INTO WOOD, STRAW ETC. ROCKS CAN ONLY BE PAINTED AND NEED TO BE VERY DRY OR PAINT WILL PEAL OFF.

Most likely, no. I think the dye will bead on the leaves, and the mulch beneath will not get sprayed.

Q: will this work on rubber mulch

I seriously doubt it will. It barely lasted on wood mulch and is extremely messy
