Would the rgb still function if i was to cut a small hole in the upper right section of the black cloth for my monitor arm to mount through?

Yes, the lighting is generated from the hub attached to the top left of the mat, then shines through the edge of the mat. Cutting a hole in the cloth wouldn’t effect the lighting.
