When you switch off a port, does that just disconnect the power or does it disable the port port completely i.e. no data connection either.

switching off the port, disconnects power and yes data is stopped also, as the usb device is not active and powered

Does this device remember which ports are turned on/off? Or does it simply set them to all on/off when powering up?

Each extension port has an individual manual switch. So when you power up those switched on stay on. Very simple and obvious when you see the device.
