Not directly, but if you know your Javascript and Json and POST/GET, you can modify their web example to work with IFTTT.

Q: So I can use this as a 6 sided dice and with the right app via GitHub/godice be able to tell which face is up when rolled?

The app uses a webhooks, but basically, yes using an app you can see which number was shown facing up.

Q: Is it compatible with Tabletop simulator?

I have not set mine up as of yet, but my buddy got his to run in Discord and Roll20
