Q: allows compatibility with disc publishers?

No it is not. We purchased to go with a Primera Bravo 4101. It did not work. It did not extend far enough out. Primera informed us that the ones they sell have the firmware changed to extend further for the publisher.

Q: Will this fit hp compaq 8200 elite desktop?

After searching hp compaq 8200 elite desktop, it should have Three 5.25-inch drive bays for optional drives. The top two are standard, the bottom one is shorter bay. You can install this drive into the top ones.

Q: I want to burn on dvd from my dvr box, can i use that machine for this.

Does the DVR support a DVD disk drive of any kind or record to a hard drive? It would require software specific to burning disk media. The drive itself is a burner. There may be restrictions on its use in the system. Ultimately, I cannot really answer your question. Sorry.
