Q: What are the long loop straps on the seat section for?

You can secure the seat pad to the underside of your vehicle's seat to keep it from shifting. I attached 2 carabiners (couple of bucks at ACE) to the metal underside of my car seat. I can open/close the carabiners and attach the loops when I use the seat cover. This way I can remove the seat cover when I'm not using it to transport my father-in-law with urinary issues. Works like a charm. Good Luck.

Not sure? Have it in his truck and it has no heated seats.
