Q: What are the dinensions for the 7” fan?

11 inches X 11 inches. The fan is 7 inches but the housing around the fan is another half inch. I would not try to rough in the studs until after the fan arrives. I tried to do mine before the fan arrived and I ended up tearing it all out and reinstalling. If you have 16 inches between studs you should be OK.

Q: Is this fan powerful enough that I could mount in horizontally, to blow upwards and evacuate heat from a small server room and have the shutters work?

This fan may not be powerful enough to open the shutter if the fan is mounted horizontally.

Q: can the fan be mounted to vent outside? can the shutters take weather?

Fan is electric 110 Volt and would not tolerate rain/snow since shroud is not waterproof if used outside. Shutters may tolerate moisture but also are not waterproof...ie close when fan is off but not a tight seal. Fan is really best used with weather/moisture protection on an inside wall of a building that needs ventilation.
