Q: Does it stay flexible after curing?

Neoprene cement would not be much good if it wasn't flexible. I have used this to repair the base if my TYR Tri bag and it has been great. I have also used it to repair tears in wetsuits.

Q: Would this be good for glueing velcro to neoprene?

This is a superbond neoprene cement for repairing wetsuits with holes, etc. However, you could technically glue velcro to neoprene as it's a neoprene cement. Don't see why you couldn't. Aquaseal is another good glue for gluing velcro to neoprene. I think you'll be good with either or! :)
