Q: Is the walking penguin refillable? Do you need helium, or will they work with plain air?

The walking penguins are refillable but you need helium. I just bought a cheap small tank at Walmart to refill it.

Q: How to inflate Walking penguin?

To get walking illusion hovering above the ground on their feet, they need to be inflatd with helium.Then you could easily pull them with ribbons to play. Tips: To Penguin balloon must be inflated slowly, can pump to 90%, and then use a straw to blow, easy to control volume, in order to avoid bursting. If there is a case of two layers of foil sticky encounter, be sure to stop inflation, gently pull the hand in two layers of foil and then inflated, otherwise easily damaged.

Q: Can you blow up penguins without helium? If so, how?

We used an air compressor and they held up great.
