It is a soft knit. Like a T-shirt. It stayed on well, with and without hair. And kept it's shaped after washing- hung it to dry.

I had not had an issue with mine but looked at it this morning as I donned one for anti-mosquito bird feeder filling. You need to pull the inside down as you roll the bottom toward the outside and munch the extra upward to even it out. In other words you will create a bottom edge by using some of what was higher in the inside. The extra slack you gain allows the top to bunch up.
