This is not Anker problem. Unfortunately it is Samsung who have different requirements for the 45W charge on their phone, and charge more for it. For a PC it works fine.

yes, as long as they need less than 65w. the USB c can charge up to 45w that leaves 20w for the rest of the ports. if you have the right cables you can charge most mobile devices with high speed. the main thing to remember that the three usb 1 ports share 20w between them and their power is independent from the usb c port

Q: Will this fast charge a samsung note 8 and samsung s8?

It will charge the phone as fast as possible for a Galaxy. Unfortunately, Samsung don't have turbo charging like OnePlus or Oppo. I charge my old Galaxy S9 Plus with it and I've not been disappointed
