Q: What country are these made in?

I don’t recall but not from USA

Q: Are these heat safe? Can we cook the hors de vors on the skewer?

I’m not sure... we only used for cold appetizers.

Q: Is the circle portion at the top open enough to slide a piece of paper into it for a place card holder?

Yes you can put rolled up paper in top but the writing for place card would have to be small.

Q: Are they safe in the oven?

Yes. As with all wood or bamboo skewer products it is best to soak them in water for a little bit before you are going to put them in the oven. This will allow time for your food to cook before they dry out and start to burn. Like anything else you put in the oven always best to leave the oven light on so that you can keep an eye on things. If you have no oven light or you have cloudy glass in the door of your oven, than you may want to take a peek on them every 10mins or so. Just remember when you pull them out of the oven and the food smells incredible.... Don't just grab one of those skewers and start eating because not only will the food be hot but the skewer will too. Always best to let it rest for about 3-5mins to cool the skewer off or use tongs to transfer them to a dish to keep warm in. May take longer if cooking at a higher temperatures.
