There is a reason why reputable brands do not sell foil bubble wrap as insulation. This product is unlikely to be more than an R2. Here are several reputable sources and articles that state 3/8" foiled bubble wrap is R 1.3, so this is only 2/8" which would be less than R 1.3. Polystrene that's 2" think is R 10 as a comparison. So yes, there is no way this is an R8 product. Simple Google "r value of foil bubble wrap insulation". I haven’t used Velcro I just put it between shade and window so far and it’s worked fine

Q: Will this lower road noise if installed in my car?

No, this is pretty thin, so highly doubtful you'd notice any noise reduction.
