Q: The product description says cotton in one section and the completely different materials in another section. Are they cotton?

I can only say this about these bands as mine came with no unsightly labels like are normally found on clothes indicating fabric content and washing instructions. These are soft, not hot, non restricting, colorful, wash well, I use cold, in a little zipper bag , hang to dry. If they were cotton (100%) they would not have the “spandex “ stretchy capability’s that are just right and they would be stiffer and I am sure they would have also shrunk, mine did not .! I use them mainly to keep my i pods in securely while active ! I really do like them
