Q: Will this work on my tilite wheelchair with no push handles?

Yes, this back pack does not require push handles to be secured to the wheelchair.

Q: Can the Shoulder straps be removed?

Yes the strap is removable not the backpack straps however

Q: Will it carry a oxy go concentrator and be able to use it when in chair?

Depending on the size and type of your concentrator, I don't see why one couldn't be packed in there and used while in the chair subject to how you set it up (obviously, once the backpack is on the back of the wheelchair, it would be difficult to remove it, etc. while sitting in the chair).
