Does it fit a 2013 toyota ractis?

Absolutely no clue. That said, it wasn’t supposed to fit a 2015 Lexus ES and it fit perfectly. Odd are, it doesn’t fit your car but you never know.

Does this fit 2009 Toyota Matrix base, it does not come stock with fog lights. Does it include wiring harness and full set up hardware

These are REPLACEMENT fog lights. It does not include and wiring harness or hardware.

Is the lens glass or plastic?

It’s not a glass but even though it’s a clear plastic, I am still satisfied with the performance of this fog lights and with LED lights it’s super bright. I love it!!!
