The bars I received are fully hardened.
I ordered 3 of these. The package they were shipped in says they are fully annealed, but all 3 bars are fully hardened. I can’t scratch them with a file, hacksaw blade, or drill bit. Fortunately for me I have the ability to anneal them, but if you don’t have that capability, you might consider not ordering from this seller.

This material looks like it’s cut into bars with a laser
If you’re doing stock removal you’re going to want to grind 1/8” off of the cutting edge to remove the grain growth from the cutting process. If you for blades then the normalization cycles should correct the oversized grain from the laser.

Disappointed with this order
I've ordered 1095 from here several times. I do have to say I'm disappointed this time. There is a fair amount of rust on the steel. I've never had this problem before. It will still be usable but I'll have to put more time into it removing the rust. Especially if not being used right away.

Steel was not annealed
As a beginning knife maker specifically choosing to make my first knife with only hand tools I don't have the tools to anneal or harden steel yet. I ordered this specifically because it was supposedly annealed. The 3 billets I got are not annealed, a file nor saw will cut them. This has delayed my first knife build significantly as I will have to order more steel.
