Does it need usb-c with thunderbolt enabled? i have an asus scar ii, comes with usb-c but no thunderbolt.

Does this come with the appropriate adapter to plug into the wall to power this hub, so the hub can power the laptop?

No. The hub has a USB-C connector which acts a pass-through for your laptop power adapter. The version of the hub I have was good for 65 watts, which wasn't enough for my HP eclipse which has a 90 watt charger. Fortunately the laptop has a second USB-C connection and I use one for power and one for the hub. The hub has been great! Especially at the price point.
