Question 1

Does the tape pull off easily, and without destroying existing wall paint?  I need it for a flower wall at a reception venue.

I'd does not haha. If you're lucky you can maybe heat and floss most of it off. That's worked a few times for us. But typically we just bet on having to fill and paint the spot it was hanging after removing whatever it was holding. Which isn't a big deal if you plan to do that anyway when exiting an apartment, but would be inconvenient I think if you want something that can be removed easily.

What is the materials thickness? don't say 1 inch that is the width

Will this work for many months of outdoor outside use where it will get rained on?

Gorilla Mounting Tape is water resistant, not waterproof. It can be used outdoors, but we would not recommend using it in areas where it would be susceptible to heavy/continuous rain fail, moisture, etc.. Gorilla Mounting Tape will work on most plastics, however it is not intended for polyethylene or polypropylene plastics. The tape is not recommended for delicate surfaces, either.
