Could I use this as a truck bed liner? And does it dry hard

It will give a slight textured look for appearance but it will not protect the bed from scratches and dents as well as a good spray bed liner.

Yes, I used this paint on my outdoor aluminum light fixtures fhat had a textured finish originally. It's not quite the same as original but it looks good.
