Officially he turns into a spaceship. Unofficially, if you flip the spaceship upside down and retract the landing gear halfway, you're left with a space pew pew.

Small Voyager size, about 7 inches. Base figure is about as tall as classics Prime, but smaller than Siege Megatron. IMO, perfect for a classics collection.

Does his armor combine into his hover board?

Yes. A bit tricky, but all pieces of his armor combine to form the hoverboard.

Why are these so expensive? They are 1.5 times or more expensive than getting them at a store and this one is as expensive as the MP version!

This one is a Leader-class. They're always $50 retail unless there is a sale. Voyager-class are usually $25-$30.
