Q: where is this made in, is it too big for a rising 2nd grader?

I dont know where made, but yes it will fit a second grader well. My daughter used hers for kindergarden and it's still it perfect condition and big enough for older kids. It's actually a perfect size.

Q: Has anyone washed this in the washing machine? Or with chlorox wipes? How did it hold up?

I washed it several times and it did fine. I washed it on cold, gentle and hang to dry

Q: Is the laptop compartment padded? my child will receive a chromebook this year, and with hybrid learning, want to make sure laptop is protected?

Yes it is. Our orange one is doing great, but the blue one broke in less than 3 weeks.
