Can this adapter be used for the xbox 360 to use with the xbox one s?

No. The Kinect Adapter for Xbox One S, Xbox One X and Windows PC. It is not compatible with the Xbox 360.

Will this work for regular Xbox one?

This adapter works with xboxes that do not have the kinext port. It allows you to use the usb 3 porta off the xbox. I know on my xbox one x it works. I have seen it work on a xbox one S. The og xbox one had the port.... you could try it it most likely work.

What order do you plug it in?

There's no specific order as long as they are all plugged into the correct adapter slots. The cords included should only be able to plug into the other respective parts.
