What is the difference between the 1.5 cu ft bags and 1.0 cu ft? Looking at Lowe's bags and it's 6 dollars vice Amazon's 35 for a 1.0 cu ft.

It is literally half a bag more or 50% more. I'm sure the reason it cost $30 more is that all that extra cost is ALL shipping cost. So to break it down for you it is $6 for the bag plus $29 for shipping and handling. So, yes, it will be more cost-beneficial for you to go to your local store and pick up 5-6 bags for the cost of just 1 here.

White coating on topsoil is this mold or dangerous?

We do not sterilize out growing media as micro organisms are an important component of growing media. Keep in mind that mold and fungus on growing media or mulch will go away with sunlight and air circulation.
