Q: what is it made out of? and where is it made?

Mine was made in Germany. It appears to be made entirely of wood. It's cute and I enjoy it so much I purchased one for a friend.

Q: does it actually work? I read one review said the little lady did not come out on nice days?

It works definitely. It depends on the locatioon of the house. It works best if it is close to the window. You can adjust the lady also with the red knob on top of the house.
